Glenn Schwartz
Director of Energy Policy Service

With more than fifteen years of experience analyzing the intersection of energy markets, law, and policy, Glenn Schwartz serves as Director of Rapidan Energy Group’s Energy Policy Service (EPS), which he has led since 2016. An environmental and regulatory compliance attorney and trusted advisor to executives, investors, and corporate strategists, Glenn provides forward-looking assessments of how government decisions shape energy market outcomes, particularly regulation, permitting, and litigation affecting energy infrastructure development.

 At Rapidan, Glenn oversees the firm’s flagship policy service, delivering early intelligence on policy shifts before they move markets. EPS covers oil and gas, refining, LNG, renewables, and biofuels markets across the United States (at the federal and state levels) and key international jurisdictions, including Europe and China. Its work spans environmental regulation, legislation, litigation, permitting, trade and tax policy, election outcomes, and clean-energy mandates, connecting policy developments with commercial implications for clients navigating complex energy markets. He also leads Rapidan’s Power Policy Service, which analyzes how AI-driven data-center demand, transmission constraints, and regulatory and legal developments at the FERC, RTO, and state levels shape where and how new power capacity can be built, financed, and brought online.

 Before joining Rapidan, Glenn spent six years at PIRA Energy Group as Director of Legal Analysis in the Emissions and Clean Energy Group. Earlier, as a practicing attorney, he counseled clients on matters under the Clean Air Act, Clean Water Act, and related state programs.

 Glenn holds a B.A. in Economics from the University of Pennsylvania and a J.D. from Temple University’s Beasley School of Law.
